Joshua Blum, Chief Executive Officer — Conrac Solutions
Joshua Blum serves as CEO of Conrac Solutions, overseeing the company’s operations, strategy, and national portfolio of projects. He has over 20 years of experience in creating public-private partnerships, developing airport infrastructure and real estate, with a deep understanding of airport environments and transportation ecosystems. Prior to joining Conrac Solutions, Joshua served as Vice President of Real Estate & Concessions at The Hertz Corporation, where he managed the company’s airport and off-airport real estate strategy and led development initiatives for consolidated rental car facilities and electric vehicle (EV) infrastructure. Spanning involvement in feasibility, financing, design, construction, operations, and long-term maintenance, he led major development initiatives of rental car facilities at U.S. airports on behalf of Hertz, including at Chicago O'Hare International Airport, Cincinnati/Northern Kentucky International Airport, Newark Liberty International Airport and Los Angeles International Airport.
Joshua has a strong background in complex, multi-phase negotiations and project delivery, financial optimization, and operational planning. He is committed to continuing to strengthen partnerships with the rental car industry and airports to advance efficient and sustainable, long-term transportation and airport mobility solutions. He has a Bachelor of Science in Psychology from the University of Illinois and earned his Juris Doctor from DePaul University College of Law in Chicago, Illinois.

James R. Gill, AAE, IAP, CPA, Chief Financial Officer — Conrac Solutions
James Gill is the Chief Financial Officer for Conrac Solutions and has over 28 years of senior leadership experience in the aviation industry. Prior to joining Conrac Solutions, Jim was a director with the Leigh Fisher (now Jacobs) Business and Finance Group advising aviation industry clients in rental car programs, strategic planning and financial management. He has also held several leadership roles at the Allegheny County Airport Authority which includes Pittsburgh International Airport and Allegheny County Airport, including Executive Vice President and Chief Financial Officer, Chief Strategy and Financial Officer and Chief Operating Officer. Jim also served as Chief Financial Officer and Deputy Airport Director for Raleigh-Durham Airport Authority in North Carolina and President and CEO of Gerald R. Ford International Airport in Grand Rapids, Michigan. Most recently, he was General Manager of New Jersey Airports for the Port Authority of New York and New Jersey, overseeing the operations and management of Newark Liberty International and Teterboro Airports. Jim received a bachelor’s degree and an MBA from Duquesne University in Pittsburgh. He holds notable aviation industry accreditation as an Accredited Airport Executive (A.A.E.) and an International Airport Professional (IAP). Jim is also a Certified Public Accountant licensed in Pennsylvania and Washington.

Julie Drake, General Counsel & Corporate Secretary — Conrac Solutions
Julie Drake is the General Counsel for Conrac Solutions, bringing over 20 years of diverse experience as a corporate attorney in the fields of commercial real estate, regulatory compliance, government affairs, construction and development, litigation, and mergers and acquisitions. Before joining Conrac Solutions, Julie held the position of Vice President, Chief Counsel-Operations for The Hertz Corporation, where she managed the Airport Property & Concessions, Real Estate, Construction and Facilities, Environmental, Sales and Marketing, Car Sales, and Immigration functions. While at Hertz, she was the lead on many commercial transactions, including deals on behalf of the operations team, which resulted in approximately $300 million in savings, expansion of the Company’s footprint though new channels, including, TNC and Car Sales business lines, the acquisition of a $11 million franchisee network, and the spin-off of a subsidiary. Throughout her career, she has blended legal expertise with practical business acumen, consistently delivering strong results in corporate operations, finance and business planning and development. With her previous experience in the rental car industry and expertise in strategy development, Julie is uniquely positioned to contribute to Conrac Solutions’ strategic business initiatives by providing guidance on complex business contracts and project transactions, balancing analytical thinking with a solutions-oriented approach. Julie is a graduate of Florida Atlantic University and the University of Missouri - Kansas City School of Law.

Amy Barnes, Chief Development Officer — Conrac Solutions
Amy Barnes has more than 25 years of experience working with all levels of business and government. Leading the Business Development Group across the Conrac Solutions family of companies, Amy oversees company-wide strategies for growth with a focus on the capture of new contracts. She is responsible for sourcing and initiating project deals and managing stakeholder relations throughout CS’ transactions until financial close and start of construction. She led Conrac Solutions’ contributions to the successful close of Reno-Tahoe International Airport’s $299 million Ground Transportation Center and Rental Car Facility transaction, scheduled to open in 2028. With extensive expertise in relationship development, project management, and strategy, Amy continually builds trusted rapport with airports, the rental car industry, ground transportation providers and associated partners. This enables her to quickly assemble a network for each project to build consensus, address issues, and deliver solutions. Before joining CS, Amy co-owned a political consulting firm based in Seattle, WA. Amy is a graduate of Denison University with a Bachelor of Arts in Political Science.

Chris Teich, President — CS Project Delivery
Chris Teich brings more than three decades of professional experience in the development of consolidated rental car facilities, real estate, and contract services. His background includes deep expertise in real estate and airport infrastructure development, coordination with financing parties, project management, and contract negotiations. As President of CS Project Delivery, Chris leads the project delivery team through all phases, from feasibility analysis and planning through design, contract negotiations, financing, construction, and transition to operations. Under his leadership, CS Project Delivery has successfully delivered rental car facility projects at Bradley International Airport, Bismarck Airport, Newark Liberty International Airport, and Wilkes-Barre/Scranton International Airport. The Reno-Tahoe International Airport rental car facility is currently under construction. Chris brings a broad perspective shaped by experience with both publicly traded and private companies, and has served on the boards of several startups. He is known for a collaborative, hands-on leadership approach and for building strong partnerships that support the successful delivery of complex airport infrastructure projects. Chris holds a Master of Business Administration in Finance and a Bachelor of Science in Hospitality Business Management from Washington State University.

Scott Anderson, Managing Director — CS Operators
Scott Anderson guides CS Operators’ strategic direction and nationwide operations. Since joining Conrac Solutions in 2015, Scott has played a pivotal role in long-term planning, facility activations, and operational oversight. His leadership has been instrumental in launching and managing key projects, including activating the San Diego International Airport ConRAC and overseeing operations at Seattle-Tacoma International Airport. Further, as a driving force behind CS Operators' electrification initiatives, Scott continues to lead efforts at the intersection of ConRACs and sustainable energy solutions. Scott is an active member of Airports Council International – North America’s Operations and Technical Affairs Committee and Energy Management Task Force and holds a Bachelor of Science in Facility and Property Management from Brigham Young University.

Daughan Pitts, PMP, Senior Investment Director — CS Capital
Daughan brings more than 20 years of experience in infrastructure delivery, with deep expertise in both private and public finance, including real estate development, project finance, and municipal bond structures. At Conrac Solutions, she leads project financing efforts, managing capital investment in collaboration with equity partners, lenders, airports, and rental car companies. Her work spans the full financing spectrum, from private equity and debt to public bond issuances and tax-exempt financing. Prior to joining Conrac Solutions, she served as Senior Director at Hayat Brown, where she provided public-private partnership (P3) and real estate advisory services to government and higher education clients. Her portfolio exceeds $3 billion in commercial transactions, including public infrastructure, mixed-use, and multifamily projects. Her expertise includes project structuring, financial modeling, procurement strategy, and execution of complex deals involving layered capital stacks and funding sources such as tax credits, municipal debt, and revenue bonds. She holds a Master of Business Administration from the Wharton School at the University of Pennsylvania, with concentrations in Real Estate and Strategic Management and a Bachelor's in Business Administration from Howard University, with a concentration in Finance.

Bob O’Neill, PE, Senior Vice President, Design & Construction — CS Project Delivery
Bob O’Neill is a licensed civil engineer with more than 30 years of experience in design, construction, and project management. He is an integral part of the CS Project Delivery team, having been with Conrac Solutions since its inception, and has had a pivotal role in all rental car facility projects delivered to date. Bob integrates progressive design-build with project finance to achieve project certainty by establishing performance and delivery criteria aligned with client objectives. He is a primary contributor in developing project scope, design, budget, and contracts and agreements due to his expertise in site planning, environmental, construction phasing and scheduling, and cost estimating. Bob has managed the successful delivery of many project types, including railroad, civic, parking structures, medical, office, housing, retail, and public infrastructure on time and within budget, including ConRAC facilities at Ted Stevens Anchorage International Airport, Austin-Bergstrom International Airport, Bradley International Airport, and Newark Liberty International Airport, and the Ground Transportation Facility currently under construction at Reno-Tahoe International Airport. Bob holds a Bachelor of Science from Clarkson University.

Camilla Tafuna, Vice President — CS Operators
With more than a decade with CS Operators, Camilla Tafuna has extensive experience in operations, compliance, and safety management. As CS Operators’ former Director of Environmental Health & Safety, she led fuel system environmental compliance, safety initiatives and fulfillment of Occupational Safety and Health Administration federal, state, and local regulations across all CS-managed locations. Prior, she oversaw ConRAC site operations at Seattle-Tacoma International Airport, excelling at building trust with rental car tenants, project and vendor management and financial administration. Camilla consistently sets performance goals for employees and vendors to maintain high quality and efficiency standards. Before joining Conrac Solutions, Camilla worked in insurance and risk mitigation, managing customer relations, accounts, data systems, and team training.

Cassidy Davis, APR, Vice President, Communications — Conrac Solutions
Cassidy joined Conrac Solutions in 2015 and leads communications and marketing. She works closely with CS’ executive team, clients, investors and project partners and drives strategy in external and internal relations and manages corporate communications, media, branding and public relations functions. Cassidy brings more than a decade of communications experience, including both corporate and agency work. She is an active member of the Public Relations Society of America and holds an Accreditation in Public Relations. She graduated from the University of Alaska Anchorage with a bachelor’s degree in Journalism and Public Communications.

Matt Hoehne, Director, Project Development — Conrac Solutions
Matt Hoehne joined Conrac Solutions in 2015 and currently supports project success within the Conrac Solutions Business Development Group. Matt serves as a critical liaison in transitioning a project through feasibility as part of the CS’ Tenant Development Approach four-stage process, including design, development and pricing, construction, and operations. His role includes project schedule and budget management, planning and coordination with the design-build, legal and finance teams, and stakeholder relations with Airports and the rental car industry. Matt’s previous roles within Conrac Solutions include Facility Manager in San Diego and Salt Lake City and District Manager of Facilities for the eastern half of the U.S. Before joining Conrac Solutions, Matt spent 12 years at The Hertz Corporation in varying operational management positions in the U.S. and Germany. His deep experience with the rental car industry and ConRAC facility operations allows him to anticipate stakeholder needs and proactively deliver project results.

Stephanie Speer, Controller — Conrac Solutions
Stephanie Speer leads accounting and finance operations for the CS family of companies. Her duties include planning, reporting, budget management, and supervision of the accounting team. Stephanie joined Conrac Solutions as a senior accountant in 2019 on the heels of nearly three decades at EAN Holdings, LLC (currently Enterprise Mobility), where she supervised payroll, accounts payable and accounts receivable, and specialized in airport agreements and taxes. Stephanie holds a bachelor's degree in Business Administration from the University of Houston.

Mark Pfeffer, Founder — Conrac Solutions
Mark Pfeffer is the founder of Conrac Solutions. He has successfully developed a myriad of complex private projects and has led privatization of numerous public projects over the past 30 years. He has unique expertise and extensive knowledge of all aspects of consolidated rent-a-car (ConRAC) facility development, finance and operations at airports, having led the team that delivered one of the first privately developed ConRACs in the nation at the Ted Stevens Anchorage International Airport in 2007. Subsequently, Mark led the design-build private delivery of the ConRAC at Austin-Bergstrom International Airport in 2015. In 2016, Mark and team delivered the first privately financed ConRAC in the United States for the Bismarck Airport. In addition, Mark has served with the Alaska Municipal Bond Bank Authority (AMBBA) for 17 years, six years as chair, where AMBBA provided financing of capital improvement projects for local governments. Mark’s early career included founding and leading an architectural firm for 20 years, which still operates today. Mark earned a Bachelor of Science degree in architecture from the University of Nebraska.

John SteinerHain, J.D., Strategic Advisor — Conrac Solutions
Having joined Conrac Solutions at its founding, John SteinerHain has nearly two decades of experience at the intersection of airports and consolidated rental car facilities. He currently advises on business and finance matters. Before Conrac Solutions, John retired in 2011 as an Alaska Senior Assistant Attorney General representing the Alaska Department of Transportation and Public Facilities for 18 years, including 13 as Chief Counsel to the international airports in Anchorage, AK and Fairbanks, AK, where he handled regulatory, leasing, concession and financing matters, including development of the consolidated rental car facility at the Ted Stevens Anchorage International Airport. Active in Airport Council International — North America, John served more than a decade on its Legal Affairs Steering Group, including one year as chair. A graduate of Yale Law School with a Juris Doctor, John also holds a Bachelor of Science, summa cum laude from The Ohio State University.
