RNO Ground Transportation Center including a Consolidated Rental Car Facility

In 2018, the Reno-Tahoe Airport Authority (RTAA), Conrac Solutions (CS), Avis Budget Group, Enterprise Mobility and The Hertz Corporation began discussions about the Airport’s identified need for access to an on-airport, centralized location for rental cars and for increased public parking capacity. After a programming analysis, landside study, site selection, and document negotiations, which continued throughout the COVID-19 pandemic, a solution was agreed upon. With support from the rental car industry, Conrac Solutions submitted a proposal to the RTAA to develop, finance and operate a new 440,000 sq ft Ground Transportation Center (GTC), including a consolidated rental car facility, at Reno-Tahoe International Airport (RNO).

The $299 million privately financed project is part of the broader MoreRNO multi-year infrastructure program. This project, the first following Meridiam’s acquisition of CS in May 2023 and in which Meridiam is also providing the entire equity investment, complements CS’s rental car facility portfolio across the country delivered via CS’ Tenant Development Approach (TDA). Through TDA, via a 30-year ground lease from the RTAA, the facility will be delivered substantially off-balance sheet for the airport, thereby freeing up additional Airport credit capacity. The RTAA Board of Trustees approved the project in March 2024, with financial close completed May 2024.

Notable features of the facility include convenient pedestrian access from the terminal baggage claim via a covered walkway, and infrastructure to support a potential future transition to electric rental car fleets. All ground transportation operators will be situated on the ground floor. The airport garage will also gain additional parking spaces by relocating rental car fleets from the garage to the new facility. Facility opening is scheduled for 2028.

Reno-Tahoe International Airport Breaks Ground on Ground Transportation Center and Consolidated Rental Car Facility

RENO, NV – October 22, 2025 – Elected officials and community leaders, representatives from the Reno-Tahoe Airport Authority (RTAA), the rental car industry, Conrac Solutions, Meridiam, and other project stakeholders broke ground earlier today on the new Ground Transportation Center and Consolidated Rental Car Facility at Reno-Tahoe International Airport (RNO). The 440,000-square-foot facility will serve as a cornerstone of the airport’s $1 billion MoreRNO Infrastructure Program, transforming passenger access to ground transportation and enhancing the customer experience. Opening is scheduled for 2028.

The $299 million privately financed project brings all rental car operations and ground transportation providers into a single, on-airport location with direct pedestrian access from baggage claim via a covered walkway. Levels two through four of the facility will house 24 fueling stations, six car washes, and 300 staging and storage spaces servicing up to 10 rental car brands. All ground transportation operators, including local hotel and casino shuttles, buses to Lake Tahoe, taxis, Uber, Lyft, Turo, and others, will be located on the ground floor. Additional public parking will be made available by relocating rental car vehicles from the airport public parking garage. The new facility will also be electric-vehicle enabled.

Leveraging Conrac Solutions’ tenant development approach and a 30-year ground lease with the RTAA, the project will be delivered through a structure that minimizes the impact to the RTAA’s balance sheet and requires no local taxpayer funding, preserving airport credit capacity for future investments. The project’s community investment includes nearly 60 percent of total direct costs and more than a third of total project costs contracted with local businesses. In addition, apprentice participation is targeted at 15 percent, surpassing the State of Nevada’s 10 percent goal on public works projects.
